The child was sucking on a frozen chicken breast while a small dog was jumping on the boy trying to get the chicken, according to the police report.

KCCI are reporting that: Hallie Amick, 30, of Des Moines, was charged with child endangerment bodily injury and narcotics possession schedule I. She has been released from the Polk County Jail on Tuesday.

Police reported that when they arrived at the home they found the 2-year-old boy in the backyard alone wearing only a T-shirt and a diaper that was “full and sagging.”

The child was sucking on a frozen chicken breast while a small dog was jumping on the boy trying to get the chicken, according to the police report. Police said the Department of Human Services was called to the scene.

Police reported that when the mother returned home she lied to them saying it was the first time she has left the child alone. When questioned, police said the mother later “admitted she has left (the boy) home alone on occasions.”

Police said they learned about the case when Amick’s boyfriend, James Robinson, was pulled over by police while speeding and he told authorities he was rushing home because there was a child at his house who was alone.

A neighbor reported finding the boy alone in the middle of the street when they first moved in, saying they don’t watch him very well.

Neighbor Deborah Snyder said the actions that led to Monday afternoon’s arrest is not an isolated incident. Snyder should know because she has the perfect view from her apartment balcony that overlooks the backyard of the house on East Emma Avenue where police found a toddler.

“On that patio by the washer, he was walking around and the dog was jumping on him. He kept going back and forth to the fence,” said Snyder.

“I think it is horrible,” said Brian Bailey.

Bailey lives on East Emma too. He said he keeps to himself but hearing that police arrested his neighbor for leaving her toddler home alone is an accusation he finds indefensible.

“I am disgusted, to be honest with you. Any parent that would do that to their child doesn’t deserve to have a child and they deserve what’s coming to them through the courts,” said Bailey.

Police reported finding a marijuana pipe, blunts, and marijuana stems in the house, in plain sight.

The case remains under investigation.

    My baby is almost 2, can’t believe anyone would leave them alone. So many things could happen… so sad. Never understand why people like that are able to have children whereas so many others who would be deserving parents aren’t.

    My little guy is 2.5, and I worry about leaving him to watch cartoons for 3 minutes so I can pee in silence! How could anyone think that leaving a baby that young alone would be a good idea?!? I sincerely hope that they’re able to find a safe home for that poor baby, preferably on the other side of the country from the mom.

    Parent deserves to be imprisoned declared a unfit mother by the state, and left alone without food or water for the same amount of time she left the baby alone.

    I am just in tears reading this. How can Anyone do this to their own baby? They are so defenseless and dependent on mama to love and nurture them. I am just in tears. Someone please take that baby boy and looooooove him. He is just a baby ❤️

    Yet the society feels compelled to bully the 68 yo woman who had a baby that she will cherish for as long as she gets…
    This kind of parenting is okay though.. Because poor drug addict mother with her mental health issues is doing the best she can isn’t she!
